I’m building Runner, a local workflow runner with a CLI, local dashboard and built-in MCP. I used up my free GitHub Actions minutes in a few days while testing an agent factory. That pushed me to explore running repeated checks on my own machine, with hosted CI verifying the finished PR. Runner uses workflows checked into your repository. You can start them from the terminal or through an MCP-compatible coding agent, then inspect runs, logs and artifacts in the dashboard. https://hap.team The site explains the workflow and takes requests for free access.
