It is the LED world clock you see in airport lounges: a world map with real 7-segment digits, 24 cities. It runs as the wallpaper, on the desktop layer under your icons, not as a window on top of everything. Two things I learned that might be useful to someone else here. Neither OS has a public API for an animated wallpaper. On Windows you ask Progman to spawn a WorkerW behind the icon view and reparent your window into it; on macOS you place a window at desktop level and ignore mouse events so clicks fall through.
