The council has threatened to sack more than 23,000 members of staff and then rehire them on new contracts after negotiations broke down with unions. The talks were about the council's plans to replace a pay system found to discriminate against mostly women workers. Speaking on the BBC's Radio Scotland Breakfast one worker described the situation as "heart breaking". Joanne, a support for learning worker from Glasgow, said the local authority "had a cheek to say they care about their employees" after she read the council's message saying it was dismissing all staff. She was told two weeks ago she would be one of the workers facing a pay cut under the new system, leaving her "distraught". She will lost about £300 per year. She said: "I came away from my work crying, really, really upset. I couldn't believe that after 25 years service to Glasgow City Council I am getting let down yet again." She continued: "I am working with the most vulnerable children in society. I would put it to Glasgow City Council, please come and do my job for one day, one day only and tell me that I am a detriment in my wages. "It is so wrong and I can't afford to lose money." At a meeting last month, the council agreed to an overhaul of its pay and grading structure after eight years of negotiations. The council has previously paid over £770m to 19,000 claimants after it emerged that female workers in roles such as catering or cleaning were paid less than those in male-dominated areas such as refuse collection. The new system would see 63% of those affected gain financially while 11% would have their wages reduced. It was calculated after a job evaluation that looked at each role within the local authority. This saw staff being given questionnaires to fill out, and in some cases interviewed about their job. Each evaluation was based around 13 different factors. Categories included physical effort, mental skills, concentration and physical co-ordination. The job evaluation then provided a score for each role within the council, with those scores used to establish which pay grade - out of a possible 12 - each job should sit in. However, this has resulted in some roles being moved onto lower salaries than they were previously on, with the highest drop in wages expected to be around £11,500. Every member of non-teaching staff employed by the council will be issued with a letter of dismissal, including chief executive Susanne Millar, nursery staff and refuse collectors. They would then be offered new contracts set to begin on 1 January. Changes to UK-wide employment law will come in effect on the same date which would make dismissing an employee for refusing to accept contract changes automatically become an unfair dismissal. The council said its new proposals would protect those workers who set to lose out for an extra six months, and it accused Unison of "betraying" members by not giving them the chance to vote on it. In response, Unison's education convener Sylvia Haughey told BBC Radio Scotland Breakfast the council was using "bullying tactics". She said: "We haven't betrayed anyone, we certainly haven't betrayed our members. We are out fighting for our members. "We are fighting for the members who are in detriment who are losing big financial amounts, whether its £200 or £12,000. "We have not walked away from anything. We are willing to speak to the council at any time." In a statement on Wednesday, the council's director of communications and corporate governance Colin Edgar said the breakdown of talks meant there was now "no agreed way forward between the council and the joint trade unions". "The council has gone as far as it can," said Edgar. "The new pay and grading scheme removes unequal pay and sees pay rise or stay the same for 90% of staff – the council's total pay bill will be substantially higher. "For those staff who are in detriment our joint trade unions negotiated an increase in pay protection from six months to 12 months." Minister calls for more negotiations The Scottish government's health secretary Neil Gray told BBC Scotland: "I would encourage all those involved, all partners, Glasgow City Council and the trade unions involved to get round the table and to negotiate. "This government supports fair work principles, and we would want fair work principles driving the employment of workers." Both the GMB and Unite unions were in favour of balloting their members over the proposed pay structure. Before the council announcement both unions said they had secured an extra £110m to be added into the salary structure. However, Unison said the extra funding was for "assimilation and arrears", and would not help the staff facing wage cuts. The GMB and Unite unions both criticised the decision to go ahead with fire and re-hire, with Unite calling it a "scandalous threat". Scottish Secretary, Douglas Alexander, said the council's action comes just months before UK government legislation will make fire and rehire schemes illegal, a move he called "the biggest upgrade to workers' rights in a generation." "Not only the employees but Glasgow residents who rely on these vital services deserve better," he added. "The council leadership should get back around the table today and find a better way forward."
