I've been working on Cutawan because I wanted AI to do the first pass on a long recording, but still be able to edit the result myself. It transcribes the video, suggests self-contained moments, and lets you adjust the trim, captions and framing before exporting an MP4. You can also just caption a whole video. It's free and MIT licensed. The video editing and export happen on your computer. It does use your own OpenAI API key for transcription and analysis, so there's a separate usage cost, and extracted audio, transcripts and sampled frames go to the API. I'd be interested in feedback from people who actually make Shorts or Reels.
