The youtuber who just build a 'flock' like camera to track only police car plates got me thinking... Could there feasibly be a network built that has a registry of cameras anyone can buy or have access to and something else to link them into a network which automatically becomes just one of many temporary camera nodes and then functionally tracks things the public would want, like police cars etc?
