I built TinySquish because I wanted smaller images without sending them to a server. It compresses PNG, JPEG and WebP locally, handles batches of up to 20, and has a max-size mode for upload forms with limits such as 100 KB. It is free, MIT-licensed, and works offline after the first visit.
